Koji Mizutani was born in 1952 (Showa 27) in Mie prefecture. In 1975, he was selected to be included in the Soga-Kai Exhibition for the first time. He completed his studies in Nihonga at the graduate school of Aichi Prefectural University of the Arts. From 1984-1985, he participated in a study exchange at Kyoto City University of Arts, researching techniques in replication in the Nihonga department. In 1988, his work was selected for the Inten Exhibition for the first time. He dedicated his work Heisei no Yokojo at Dazaifu Tenman-gu shrine in 2000. Since then, he has exhibited his work in multiple solo and group exhibitions. He currently holds Inyuu rank member of Japan Art Institute (Nihon Bijutsuin). His work is included in the collections of Aichi Prefectural University of the Arts, the Embassy of Japan in Mongolia, East Japan Railway Culture Foundation, Narukawa Art Museum, and Furukawa Art Museum.
